Is laser hair removal really permanent?

In permanent hair removal, the hair follicles of existing hairs are completely destroyed and a hair reduction of 80-90% can be achieved after a certain number of sessions. Lasered hairs can therefore not come back, but this does not mean that new hairs can never grow again from new follicles. Often these hairs are much thinner and lighter than the hair growth before the treatment was started. So you will also definitely never go back to the original hair growth.
